The Core Wireline Network Engineer (Metaswitch (Alianza) & VoIP) responsible for the design, implementation, optimization, and operational support of our Metaswitch (Alianza)-based voice network and underlying wireline infrastructure for Guam and CNMI.
Responsibilities:
The Employee will:
- Know and uphold established IT&E Mission, policies and procedures, relevant provisions of the union agreement, Department and Division objectives, quality assurance and safety programs and standards.
- Provision of complex HPBX, PBX, and business lines, monitor, trouble shoot and maintain Subscriber and Business Lines on IT&E Soft switch, Application servers and related CPE.
- Provision, monitor, trouble shoot and maintain IT&E Voice Interconnects using ISDN-PRI/SS7 ISUP, SIP and other signaling protocols.
- Implement updates and changes to the switch call route as necessary or directed to meet IT&E standards for delivery of voice services.
- Provision customer's services in IT&E softswitch and works with other service technicians' and/or customer's representative providing support with integrating customer equipment with IT&E softswitch to meet customer's request.
- Perform administrative duties including tracking, recording, distributing, and
- processing of documentation related to assigned projects. This includes
Compilation and distribution information related to service outages, schedule maintenance, non-scheduled maintenance, or service advisories that directly or indirectly impacts IT&E LEC operations.
- Consult with outside vendors on all issues related to switch and related equipment.
- Process the SMS 800 number requests from in-house as well as correspondents.
- Maintain records of assigned Toll-Free Numbers, routing numbers and other related information.
- Ensure that all work is performed in an efficient and timely manner, meets IT&E and industry quality assurance standards, and satisfies customer expectations.
- Perform other related duties as assigned.
Key Responsibilities:
1. Design, implement, and maintain core Metaswitch (Alianza) network elements, including:
a. MetaSphere Call Feature Server (CFS) for Class 5 Softswitch functionalities.
b. Perimeta Session Border Controller (SBC) for VoIP peering, security, and
interworking.
c. Media Gateways for PSTN connectivity.
d. Clearwater Core IMS for cloud-native IMS deployments (if applicable to
company architecture).
2. Configure and troubleshoot ISDN PRI,SIP, RTP, SS7, SIGTRAN, MGCP, and other VoIP/telephony protocols.
3. Manage and optimize call routing, trunking, number portability, and call feature configurations on Metaswitch (Alianza) platforms.
4. Perform network capacity planning, performance monitoring, and optimization specifically for voice traffic and Metaswitch (Alianza) elements.
5. Develop and implement automation scripts and tools for Metaswitch (Alianza) configurations, monitoring, and troubleshooting.
6. Collaborate with other engineering teams, operations, and product development to support new voice service introductions, feature enhancements, and network migrations.
7. Participate in on-call rotation for critical voice network support and incident resolution, specifically for Metaswitch (Alianza)-related issues:
- Conduct in-depth analysis of voice quality issues, call failures,
and performance bottlenecks using Metaswitch (Alianza) tools (e.g., Service Assurance Server - SAS) and network analysis tools (e.g., Wireshark)
- Create and maintain comprehensive network documentation, including Metaswitch (Alianza) platform diagrams, configurations, and operational procedures.
- Stay up-to-date with Metaswitch (Alianza) product developments, VoIP standards, and industry best practices.
- Adhere to all company security policies and procedures, particularly those related to voice network security.
Qualifications:
- Education:
- Bachelor's degree in Electrical Engineering, Computer Science, Telecommunications, or a related field;
- Or Associate's degree from an accredited college in telecommunications network or related field, and two years additional related work experience;
- Or Five years telecommunications network environment, or carrier system.

Experience in personal computer operations required, Experience in
Signaling protocols used in telephone network, and Some experience in IP Networks.
- At least 2 years of direct experience with Metaswitch (Alianza) product suite, specifically MetaSphere CFS, Perimeta SBC, Enhance Application Server, SIP Provisioning, and Media Gateways.
- Strong understanding of VoIP protocols (SIP, RTP, SRTP, TLS, SS7, SIGTRAN) and their practical application in a carrier environment.
- Knowledge of core wireline networking principles, including TCP/IP, routing protocols (OSPF, BGP), and MPLS.
- Experience with network monitoring tools and protocols.
- Proven ability to troubleshoot complex voice and network issues.
- Excellent problem-solving and analytical skills.
- Ability to work independently and as part of a team.
- Strong written and verbal communication skills
Preferred Qualifications:
- Metaswitch (Alianza) training and technical certifications.
Experience with network automation tools for Metaswitch (Alianza) platforms.
- Experience with other voice network elements (e.g., SBCs from other vendors, softswitches).
- Familiarity with cloud-native voice architectures.
