The North Carolina Department of Revenue is currently recruiting for a Business Systems Analyst I in our Taxpayer Assistance and Collection (TPAC) Division. TPAC provides courteous and professional customer service to the citizens of North Carolina, educates taxpayers to increase voluntary compliance, and collects all taxes due to the State. The Case Management Unit is responsible for defining, gathering, and using facts and data to improve the efficiency and effectiveness of case flow business rules, divisional and organizational metrics, data models, and reporting development.

The Business Systems Analyst (BSA) I reports to the Case Management Supervisor and is responsible for defining and documenting requirements for various services to establish business rules, criteria, and workflows for division cases.

Primary duties include:

• Develop and/or modify information or programs to solve problems taking into consideration computer equipment capacity and limitations

• Develop designs to mitigate changes in technology and its’ application for consistent system stability and performance

• Write professional, clear, concise, and complete documentation for stakeholders detailing the problem, system solution, business process and technical procedures

• Create, if necessary, graphical representations of the processes and structure

• Define, create, and maintain complex business rules, data models used for risk/yield scoring, and ad-hoc queries/reports using development and query tools

• Create documentation and training for users of the custom designed applications and processes

• Provide support for the technical solution (architecture and user interface)

• Determine sources of problems, review possible solutions to the problems and select the most appropriate course of action to repair the programs with the least amount of disruption for the employee

• Analyze, test, and implement strategies to support TPAC

• Research, plan, design, develop, implement, and support interactive business systems for a multi-user environment

• Consult with the TPAC management, employees, and information technology to resolve technical problems as well as propose and implement the most appropriate course of action

Knowledge Skills and Abilities/Management Preferences

  • Advanced knowledge of the Integrated Tax Administration System (ITAS)

  • Experience in Microsoft Access, Excel, and Word, and is familiar with customer service practices and the ability to analyze and evaluate data

  • Ability to work in collaboration teams or independently, analyze and document complex business processes, think analytically and solve problems, gather and interpret relevant data and information, understand technical designs and specifications

  • Ability to anticipate the need for data and the automation of processes; work independently to arrive at sound decisions; be willing to assume responsibility for the consequences of their decisions

  • Expertise in problem resolution/troubleshooting

Recruitment Range: $57,983 - $101,470

Minimum Education and Experience

Bachelor’s degree from appropriately accredited institution in a discipline related to the area of assignment with two years of programmatic experience related to the area of assignment; or an equivalent combination of training and experience.
