We are seeking an experienced People Partner to support our Federal Civilian Sector leaders and employees. Specifically, this role supports our Bureau of Labor Statistics (BLS) contract under the Service Contract Act (SCA), with one . This role reports to our VP, People and partners with our Program Managers, Talent Team, and our employees to manage the day-to-day HR operations across the business.

You should be a proactive communicator, possess a diverse skillset in all HR functional areas, with a strong focus on employee relations, be attentive to detail, and be able to successfully balance employee needs with business objectives.

Key Responsibilities:

  • Supports a variety of programs across most HR functional areas, including onboarding, new hire orientation, employee relations, performance management, benefits, compensation, and organizational development.
  • Collaboratively work to form a robust trust-based partnership with sector leadership, demonstrating compassionate advocacy towards employees, and championing change to ensure that business strategies and HR objectives are closely aligned.
  • Improve manager and employee performance by identifying and clarifying problems, evaluating potential solutions, coaching, and counseling managers and employees.
  • Proactively recommend new approaches, policies, and procedures and demonstrate continual improvements in the efficiency of HR services and the overall quality of the employee experience.
  • Administer Human Resources policies, partnering with leadership and business operations to ensure a complete understanding of business needs and objectives.  
  • Counsel managers and employees regarding policies, procedures, and practices; develop performance improvement plans and recommendations for solution.
  • Develop and revise HR policies, programs, processes, and guidelines to meet the needs of the organization, to comply with legal requirements, and promote positive employee relations.
  • Analyze trends and metrics using dashboards and HR data and provide reporting and analytics for management decision making based on organization needs.
  • Perform other duties as assigned.

  • Work independently with limited supervision and high accountability.
  • Have a strong ability in employee relations in resolving both simple and complex matters in a professional and efficient manner.
  • Demonstrate constant professionalism when interacting with others, maintain professional relationships, and exhibit impartiality. 
  • Possess excellent written and verbal communications skills; ability to effectively communicate with all staff levels
  • Appropriately handle sensitive information and maintain a high level of confidentiality and discretion at all times.
  • Be adept at multi-tasking and work in a fast, ever-changing work environment.
  • Be fully proficient in using Microsoft Office products (MS Word, Excel, PowerPoint, and Outlook).
  • Experience with various HRIS; UKG experience is a big plus.
  • Prior experience manipulating spreadsheet data (search, sort, filter, report generation) preferred. 

Required Knowledge & Skills:

  • 7+ years experience directly related to duties specified
  • Bachelor's degree in related field preferred 
  • Extensive knowledge and experience working with multiple state and federal employment and labor laws and governmental compliance requirements (i.e., Service Contract Act (SCA), ADA, FMLA, FLSA, FAR, Union).
  • Ability to travel occasionally, based on specific business requirements.

Nice to Have:

  • Professional in Human Resources (PHR) certification preferred.
  • Exposure to Collective Bargaining Agreements (CBAs), Union Relations and SCA contracts a plus.
