SUMMARY

Acts as a liaison between the business/end users and IT systems development teams for business needs requiring IT based solutions including: Identifying and analyzing business needs, conducting requirements gathering, and defining scope and objectives; Making recommendations for solutions or improvements to business processes that can be accomplished through new technology or alternative uses of existing technology; Researching business requirements and documenting the relationships between the components of the application system (i.e., end users, business processes, data, applications, and devices); Translating business requirements into application requirements.

SALARY:

The salary for this position is: $84,905.10 - $94,338.99 Commensurate with Experience

SUMMARY

Based in the Business division of Storm Water Services, this position will be responsible for analyzing and defining end user business requirements, collaborating with teams to ensure requirements meet business objectives, defining scope and requirements of projects, and developing project work plans.  Additional responsibilities include providing application support, application training, and data analysis.

Major Duties and Responsibilities:

  • Interface with end users to document business processes; identify opportunities for enhancement and make recommendations for improvement
  • Gather requirements and analyze workflows for current and new applications
  • Performs quality assurance activities including test plan development and execution, testing, and tracking issues and solutions.
  • Design and facilitate end user training sessions and create corresponding documentation
  • Provide technical and functional support for a variety of applications including ArcGIS, Cityworks, and other applications related to Storm Water business processes
  • Create custom maps, data models, scripts, reports, and spatial analysis as requested
  • Provide technical support to staff including software/hardware installs and issue troubleshooting
  • Provide customer service for both internal and external data inquiries
  • Participate as a stakeholder in department and City technology initiatives as well as team meetings

  • Excellent communication skills (written and verbal) and ability to communicate technical expertise to all levels of technology users
  • Performing a variety of duties, often changing from one task to another of a different nature
  • Proficient in the use of Cityworks, ArcGIS Pro, ArcGIS Online/Portal, and Microsoft Office products
  • Experience with Python, ModelBuilder, Arcade, SQL, and general hardware knowledge is preferred

Preferred Qualifications: 

  • At least two years of relevant college-level course work or an associate degree from an accredited college or university in Geography, Earth Science, Information Technology, Computer Science, or related field
  • Three (3) to five (5) years of experience in GIS, business analysis, and technology support

Minimum Qualifications:

High School graduation or equivalent and (3) three years of relevant work experience

OR

Associate’s Degree and (1) one year of relevant work experience

OR

Bachelor’s level degree; Any equivalent combination of training, education, and experience that provides the required skills, knowledge, and abilities.

CONDITIONS OF EMPLOYMENT

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
