Position Overview

We are seeking a highly organized and detail-oriented professional to join our team as a Payroll and Benefits Administrator. In this pivotal role, you will prepare and maintain comprehensive personal services cost projections and budget models for payroll and fiscal transactions by fund, supporting all operational divisions or cost centers within the Department. You will serve as the primary liaison for payroll, benefits, retirement, and workers' compensation administration, ensuring seamless communication and coordination across the agency. Additionally, you will maintain and reconcile the agency’s decentralized payroll, timekeeping, and benefits systems to guarantee accurate and timely processing of all related transactions. You will prepare GAAP reporting data for Compensated Absences and other payroll-related reports for supervisory review, contributing to our commitment to transparency and accountability. Furthermore, you will assist in crafting and maintaining department policies and procedures related to payroll and benefit accounting and budgeting, fostering a culture of continuous improvement and compliance. With your problem-solving skills and dedication to employee satisfaction, you will independently resolve payroll inquiries and perform necessary adjustments. Essential Functions

  • Prepares and maintains personal services cost projections and budget models for payroll and fiscal related transactions by fund for all operational divisions or cost centers within the Department.
  • Administers and acts as agency liaison for the administration of payroll, benefits, retirement, and workers’ compensation. 
  • Maintains and reconciles the agency’s decentralized payroll, timekeeping, and benefit systems to ensure that accurate and timely processing of transactions are accomplished. 
  • Prepares GAAP reporting data for Compensated Absences and other reports related to payroll, timekeeping, and benefits for supervisor review.
  • Assists with writing and maintaining Department policy and procedures related to the accounting and budgeting of payroll and benefit transactions.
  • Independently resolves payroll inquiries and completes appropriate adjustments. 
  • Performs other duties that are required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four years of college, with courses in business administration and accounting or four years of technical accounting experience.

         

*Qualifying state employees in the employee Upward Mobility Program may complete combinations of specific proficiency tests and training programs leading to a certificate of proficiency in lieu of the stated requirements for this classification.

Preferred Qualifications

  • Prefers four years of experience working with the various personnel codes, Rules & Pay Plan, the Bargaining Unit agreements, Healthcare Benefits plans, and retirement system regulations.
  • Prefers two years of experience working with the Microsoft Office Suite, specifically utilizing formulas and functions in Microsoft Excel and database management in Microsoft Access.
  • Prefers two years of experience in professional accounting and auditing theory, principles, methods, and procedures.
  • Prefers two years of experience utilizing the laws, rules, and regulations relating to state or non-state accounting or auditing procedures.
  • Prefers two years of experience demonstrating the ability to perform payroll reconciliations.
